Using QR, this decision is put in the hands of the people who have an interest in attending. If the time and place are to be secret so as to avoid disruption by antagonistic agencies, "time + place" can be the content of the encrypted message --- in this way, only those actually agreeing on that time and place will know.
Suppose, for example, that you are concerned with city plans to replace Fisher Park with a parking lot and want to meet with others to plan action. Choosing the park is a reasonable meeting place, but you don't want to openly advertise to avoid conflict with local government at this point. You choose a few hour time-slots to maximize the chance of overlapping with like-minded people.
