Scenario:
This is very similar to the Grass Roots application, except here the public meeting or message would be aimed at countering an oppressive government. This could also be used in schools as an anti-bullying reporting mechanism. People are usually reluctant to expose the fact that they are being repressed (for fear of further repression), but when submitted anonymously there is strength in numbers.
Imagine you are a citizen of a country with oppressive and untenable rule. The government is bound to unwind, but rather than let chaos take over you wish to organize some action with fellow citizens.

If the regime allows QR at all, it will have very little control over what is posted. Of course, if the government sees groups like the ones below it will know something is amiss and try to infiltrate these groups by brute-force decryption (massive computing resources needed), or perhaps seed its own fake-groups with "moles" --- but this will only succeed in proportion to the resources allocated. If the number of educated people against the regime is large enough, it will be impossible to stop public action organized with QR.
